Kessler, as Secretary [of the] Honest Ballot Association New York City, reviews information pertinent to voting under the headings: "In General"; "Registration Days"; "Election Day"; and "Election Night.” He makes clear the rights of watchers, the ways in which improper voting or improper tallies may occur and how watchers can lodge protests. More than one woman suffrage referendum had suffered defeat due to ballot stuffing and other illegal maneuvers. Carrie Chapman Catt, who headed the Empire State Campaign, clearly intended to arm poll watchers in advance.
